PRE-SHIPMENT INSPECTION (PSI) SERVICES

WHAT IS PSI?

This service provided for governments encompasses the verification of buyer specifications, as well as quantity and value controls for imports and exports. It is conducted in accordance with the requirements set forth by the World Trade Organization (WTO). By performing pre-shipment inspections of goods on behalf of customs authorities, MOODY INTERNATIONAL assists international trade operators in achieving full compliance with current legislation. This not only enhances their business efficiency but also mitigates risks wherever feasible.

What Is the Purpose of PSI Inspections?

The primary purpose of a PSI inspection is to ensure the manufactured products comply with your specifications and the terms of the purchase order or letter of credit before they are sent to shipment for import/export.

What are the key benefits?

• Facilitate and promote transparency in trading activities. • Improve the collection of customs duties and taxes. • Identify dumping and subsidies. • Ensure that goods conform to contract specifications. • Provide authorities with effective means of overseeing and controlling foreign trade through accurate statistics.

A general guideline of pre-shipment inspection procedures:

• Sign compliance documents before PSI inspection services are performed. • The inspector will visit the manufacturer on-site at the warehouse or production house. • The inspector selects a sample using a statistical sampling procedure, and the number of items (AQL) will be defined in the contract. • Perform a quantity verification to ensure the number of boxes and items is correct. • Verify the integrity of the boxes, labels, tags, instructions and other relevant documents. • Conduct a visual check, checking for any damages and flaws in workmanship. • Volumetric verification by comparing the physical attributes (i.e. length, colour, weight, height, marking) with the client’s specifications. • Testing the item’s functionality to ensure there are no functional defects. • The inspector conducts a carton drop test and seal of the package to verify the packaging quality. • All information is gathered into an inspection report, including the passed and failed tests and sent to the client.

When Do Need a Pre-Shipment Inspection?

As businesses become more global, international companies are at a greater risk of quality issues from manufacturers, which are often located thousands of miles away. Fraudulent trade activity, differences in national standards and requirements, and the cost of compliance are some obstacles that should be considered when purchasing goods. PSI inspections are an affordable method to reduce risks associated with bad quality, compliance and delays.
